Build a multi-tenant project management REST API.

Resources:

• Organizations
• Users
• Projects
• Tasks
• Comments
• Attachments
• Notifications

Requirements include authentication, organization isolation, RBAC, resource-level authorization, CRUD, pagination, filtering, sorting, search, optimistic concurrency, rate limiting, structured errors, OpenAPI documentation, webhooks, background jobs, caching, and observability.

The API should expose a coherent resource model rather than a collection of unrelated endpoints.
